Keeping homes safe through expert asbestos management, compliance, and leadership.

Join North Northamptonshire Council in a pivotal role leading the delivery of asbestos services across our housing stock. As Asbestos Team Leader, you will ensure compliance with asbestos legislation, oversee surveys and inspections, manage a team of specialist surveyors, and drive performance in property safety and void management. This is an excellent opportunity to make a real difference in protecting residents, homes, and communities while supporting the Council's One Team approach.

What will you be doing?

  • Leading and managing the Council’s asbestos team, providing supervision, performance management, and technical guidance.
  • Ensuring compliance with asbestos legislation and maintaining accurate asbestos records across the housing stock.
  • Overseeing asbestos surveys, inspections, bulk sampling, and re-inspection programmes for occupied and void properties.
  • Monitoring the quality, safety, and cost-effectiveness of asbestos-related works through site inspections and audits.
  • Producing reports, plans, performance updates, and financial estimates to support service delivery and compliance.
  • Providing expert asbestos advice and support to colleagues, contractors, and project teams.
  • Responding to customer enquiries, complaints, and service requests, ensuring excellent customer service.
  • Driving service improvements, supporting audits, and ensuring adherence to Council policies, procedures, and procurement requirements.
  • Undertaking site visits and participating in the emergency call-out rota as required.

About you

Relevant Degree or evidence of equivalent experience in the building industry but must have –  


 Asbestos qualifications– 

• P402 - surveying and sampling strategies for asbestos in buildings 

• P403 – air sampling and fibre counting

 • P404 – clearance testing • P405 – management of asbestos in buildings

 • S301 - Asbestos Knowledge of asbestos and health and safety regulations. 


  • Minimum of 5 years’ experience working within the asbestos industry. 
  • Willing to undertake training as and when required to cover changes in regulation and legislation. 
  • Minimum of 2 years’ experience of maintenance in a local authority or housing association.
  •  Experience of line managing qualified trades personnel. 
  • Trade background with a wide knowledge of the building industry, specifically asbestos works.
  •  Previous experience of working as a surveyor within the asbestos sector. 
  • Ability to motivate, manage and supervise tradespeople.   
  • Ability to plan and manage maintenance works. 
  • Able to communicate effectively and courteously with customers. 
  • Fluent in the English language. Problem-solving skills. 
  • Able to work under pressure and meet agreed deadlines. Ability to plan and prioritise own workload. Influencing and negotiating skills. 
  • Excellent verbal communication and presentation skills. 
  • Able to produce clear, concise and persuasive written reports and letters on complex issues.
  •  Good IT and keyboard skills, including experience of spreadsheets, word processing and mobile working.   
  • Working knowledge of health and safety regulations. Ability and willingness to take part in the council’s   emergency call out rota / procedure 
  • Full driving licence and access to a car for work
