About the role

An exciting opportunity has arisen to join North Northamptonshire Council as Building Control Manager.

The successful candidate will have the opportunity to shape an ambitious, talented team and will lead the delivery of a high quality, commercially focussed service, setting a clear example and driving innovation in the provision of a best-in-class Building Control service.

You will drive, innovate, and collaborate identifying new trends and challenges as they emerge, considering relevant legislative changes and government thinking.

You will champion a one team approach, and lead on the implementation of an ambitious business plan to grow the service and secure consistent and strong financial performance, meeting all relevant national and local targets within the resources allocated.

You will act as the principal technical advisor on Building Control matters and take responsibility for technical and legal compliance with the Building Safety Act 2022, the Building Regulations 2010, and the Building Act 1984.

This role would suit an experienced Building Control Manager looking for a change or an experienced Surveyor looking to progress their career into management.

What will you be doing?

To lead the day-to-day management of the Building Control team, managing resources to ensure that the service meets statutory requirements and monitoring performance to ensure that the service meets service plan and performance indicator targets and operational needs.

 Ensuring that North Northamptonshire Council discharges its statutory duties relating to Building Regulations (including Demolitions, Dangerous Structures, Dilapidated and Ruinous Structures, and keeping a register of Initial Notices and Competent Person Schemes).

 Provide an efficient, well managed, customer-focussed & value-adding Building Control service. To proactively manage staff development and training to ensure the team has the requisite levels of knowledge, skills, and competency validation to perform their roles.

 Effectively managing budgets including monthly forecast reporting and annual reviews of fees and charges.

 To support the Head of Building Control & Local Land Charges in developing and implementing a programme to drive transformation and organisational change to enable continuous service improvement through making best use of ‘digital’ and other technologies and best practice to provide an improved experience for service users, employees, members and partners.

 To support the Head of Building Control & Local Land Charges on strategies for the marketing and promotion of the service to increase market share, and achieve/maintain external quality accreditation of the service to ensure a consistent, measurable, high quality service delivery to our customers and residents.

Professional Qualifications

You will have a degree (or equivalent experience) in a construction related discipline, e.g. building surveying, civil or structural engineering, and full chartered membership of either the Royal Institution of Chartered Surveyors (MRICS/FRICS), the Chartered Institute of Building (MCIOB/FCIOB), or the Chartered Association of Building Engineers (MCABE/FCABE), or similar membership of a relevant Professional Association. You will also have achieved or be working towards competency validation as required under the Building Safety Act 2022.
