About the role

North Northamptonshire Council is on a significant data maturity journey. Our Data Strategy sets a clear ambition that decisions across the organisation will be informed by high-quality data at operational, tactical and strategic levels.

To achieve this, we are investing in modern data infrastructure, building a consistent approach to analytics and governance, and developing the skills and capability of our workforce. At the heart of this is the implementation of a new corporate data platform and a Data Centre of Excellence (CoE), designed to bring together expertise, standardise approaches and improve the quality, consistency and impact of data-driven insight across the Council.

We have already made strong progress, including developing Power BI dashboards and implementing Microsoft Fabric as our new enterprise data platform. Over the next phase, we will expand this platform across our core systems, ensuring that by 2029 our largest services are underpinned by a modern, integrated data environment.

The Business Intelligence Manager will play a critical leadership role in this journey—leading teams, shaping the use of data across the organisation, and embedding a culture where insight drives decision-making and service improvement.

What will you be doing?

You will lead a team of analysts to deliver high-quality business intelligence and insight that informs decision-making across a wide range of Council services. This includes ensuring the delivery of reliable, robust data and analysis, using modern tools such as Power BI, to support operational management, performance reporting and long-term planning.

You will be responsible for corporate performance reporting and the development of the Council’s Performance Management Framework, providing expert advice and analysis to senior leaders, including Corporate Leadership Team, Executive and Scrutiny.

A key part of the role will be contributing to the development of the Data Centre of Excellence—helping to implement consistent standards for data analysis, governance and reporting, and building a more coordinated, resilient and professional analytical function across the Council.

You will support the ongoing rollout of the Council’s data platform, including the use of Microsoft Fabric to integrate, transform and analyse data from core business systems. This will involve improving data quality, developing new analytical products, and enabling services to make better use of data in their day-to-day work.

Alongside this, you will lead on statutory returns, complex analysis such as needs assessments and modelling, and the prioritisation of analytical work across competing demands. You will also play a key role in service transformation, using evidence and insight to support improvement programmes and policy development.

About you

You will be an experienced analytical leader with strong technical and strategic capability, able to translate complex data into clear insight and influence decision-making at senior levels. You will have experience working with large and complex datasets, applying statistical methods and analytical techniques to generate meaningful conclusions. 

You will bring strong leadership and management skills, with the ability to plan and prioritise work across a team, maintain high standards of quality, and support the development of others. A key expectation is that you are able to lead change—helping teams adopt new tools, approaches and ways of working in a developing data environment. 

You will have a good understanding of data governance, information management and the importance of data quality, alongside experience of using modern analytical and visualisation tools. You will also be comfortable working across organisational boundaries, building relationships with stakeholders and influencing outcomes. 

Above all, you will be motivated by the opportunity to shape how data is used in a large public sector organisation—helping the Council move from fragmented and developing data practices towards a more mature, integrated and strategic use of data, in line with its ambition to reach higher levels of data maturity over time.
