North Northamptonshire is currently on an exciting journey to transform its buildings and infrastructure and as part of this, we are looking for a Capital Projects Programme Manager to join our Capital Projects team. 

The Programme Manager will be responsible for defining, developing and successfully delivering key programmes and projects within a specified service area e.g. Children's Services and Education which are complex and/or have a high level of risk attached.

The role is responsible for leading and managing Project Co-ordinator/s and working with a team of Construction Project Managers to deliver the programme of projects in the specified service area.  

This role will oversee the successful delivery of allocated programme and project outcomes, benefits and financial targets, including the implementation of allocated large-scale partnership projects.   They will achieve efficient delivery of programmes & projects through proactively developing key relationships with stakeholders both internally and externally.

Responsible for the delivery of a suite of capital construction projects. The role will require the development of project briefs working with a variety of internal/external stakeholders - funders, services and end users which would then be taken through to design, specification, delivery and finally completion.

What will you be doing?

Programme Management - Responsible for the development, delivery and implementation of a capital projects programme for a specified service area to ensure the successful delivery of the projects within it.

Construction Project Management – Directly delivering projects or delivery of projects from brief through design to delivery. Ensuring that projects and programmes follow robust project management methodology and are delivered successfully through good project management discipline, strong governance and the proactive management of risks and issues.

Developing Project Briefs - understand and interpret the councils vision for its strategic estate including children’s services, education and assets to develop project briefs/scope.

Stakeholder Management - Ensure that programmes and projects are well communicated and its partners and stakeholders are kept informed and engaged in the process, developing effective relationships with stakeholders and partners both internal and external to the council. 

Finance – Manage the programme budget with the service area to ensure the effective use of resources, updating forecasts, providing regular monitoring and developing cost plans and business cases for future projects.

Procurement – Procure, manage and co-ordinate external consultant’s inputs to the projects working within the legal requirements, policies, financial procedures, procurement, frameworks rules, adhering to the recommended practice to protect the council from risk.

Leadership – managing the Project Co-ordinator/s and working with a team of Construction Project Managers to deliver the programme of projects in the specified service area Motivating and managing project teams and working groups to work together to deliver the projects outcome. Developing relationships internally and externally to overcome challenges and progress projects effectively.

About you

The successful candidate will be agile and flexible enough to adapt ensuring the project has flexibility within its parameters to allow for change should the strategy, regulations or outcome require change during the delivery of the project. The post will be remote working, however there is a requirement to attend the project site and Team Meetings in person as needed, it is anticipated this would be on average 2 days a week.

You will be educated to degree level or with equivalent experience and have a relevant project management qualification or equivalent alongside knowledge and experience of manging multiple and complex projects.

Experience of the management of construction related projects of varying financial levels/management is essential alongside experience of successfully managing performance and providing feedback to design teams and principal contractors.

Local authority experience is key particularly to provide a knowledge of elements such as governance, approvals and procurement processes.
