About the role
This is an exciting time to join North Northamptonshire Council as we embark on a programme of change to develop and grow our commissioning function across Public Health services for children and adults. We are seeking to recruit a commissioning manager to join our team. The successful candidate will have the opportunity to shape and manage priorities within their area and those that they will be line managing.
As a Commissioning Manager you will be responsible for commissioning services and also to provide support to the Public Health commissioning function at North Northamptonshire Council in a range of areas including NHS Health Checks.
You will work with internal and external key partners to develop and implement effective commissioning strategies which deliver positive outcomes for the population.
Your work will be essential in ensuring that our population have access to the right support and services and that partners are working in a co-ordinated and joined-up way.
A key aspect of the role will be working in partnership with a range of organisations including NHS Northamptonshire ICB, and private, community and voluntary sector organisations to deliver an effective and efficient service to have greater and sustainable impact, to ensure the needs of our population are being met and delivering value for money service.
Your responsibilities will include:
- Development of multi-agency commissioning strategies which set the strategic direction for how the local authority and its partners will work together to deliver improved outcomes.
- Development of robust needs analysis, ensuring commissioning decisions are informed by evidence and meet the needs of the population.
- Market Management, to carry out mapping of provision, identification of gaps and implementing strategies to address identified shortfalls.
- Carrying out benchmarking, best practices and lessons learnt from other areas in order to develop a robust picture of the options and opportunities appraisal.
- Report writing will be an essential part of the role to secure decisions from senior management and lead members and ensure appropriate governance timelines and processes are followed.
- Procurement of services, working with procurement and legal services.
- Ensuring contractual compliance and quality assurance for all commissioned services
- Carrying out financial analysis and modelling of services.
About You
- We are looking for a candidate who have extensive experience of commissioning services in a public health, NHS or social care setting.
- You will have good understanding of the commissioning cycle and will have extensive experience of procuring services and performance managing contracts.
- You will have existing knowledge of NHS Health checks, prevention and early intervention requirements of service needs and will have a passion and drive for improving outcomes for North Northamptonshire's population. You will have excellent communication and interpersonal skills and will have experience of multi-agency working. You will be skilled in report writing and will be able to lead presentations with confidence. You will be able to lead on service reviews and analysis to identify needs and gaps in services. You will have experience of using this information to develop coherent strategies and workplans. You will be able to work on your own initiative and will be confident managing your time and achieving your priorities.
