Consultant in Public Health / Deputy Director of Public Health
We are looking for three Consultants in Public Health to join our newly formed Public Health team in North Northamptonshire Council. The team was created in October 2022 following on after the earlier split of Northamptonshire County Council into two unitary councils.
The Consultant in Public Health roles provide a unique opportunity to work with the Director of Public Health to shape and develop the new team, to embed public health within the council, as well as build strong partnerships with voluntary and statutory organisations across Northamptonshire. North Northamptonshire Public Health is passionate about working with local communities and these roles will support us in taking an asset-based approach to reducing health inequalities and improving health outcomes for North Northamptonshire residents.
We are looking to appoint Consultants in Public Health with broad expertise to provide system leadership and technical advice across a range of public health areas. Each Consultant will lead on a specific portfolio but will also work with the wider team to contribute to the broader public health agenda.

What will you be doing?
Consultant portfolio: Health Protection and External Hazards
We are looking for an innovative and passionate Consultant to lead a portfolio of work on Health Protection and Environmental Hazards.
You will be a qualified Consultant in Public Health with the expertise to lead the council’s Health Protection function. Working collaboratively with colleagues across the council and partner organisations in Northamptonshire, you will develop a strategic approach to Health Protection and provide assurance to the Health Protection Board and Health and Wellbeing Board. You will use your knowledge and skills in health protection to deliver on areas including health emergency planning, outbreak planning and management, as well as screening and immunisations.
This role will also address the wider health protection agenda, providing system leadership in areas where external hazards present a threat to the public. Working closely with teams across the council and the wider system, you will lead a small team to provide an evidence-based and systematic approach to reducing harm in areas including the climate emergency, CBRN threats, violence prevention and injuries. This role will lead on the response to addiction including substance misuse, gambling and tobacco, as part of a programme to address the commercial determinants of health. Ensuring effective commissioning of substance misuse and sexual health services and contributing to work of the Combating Drugs Partnership will be important in this role.
Consultant portfolio: Children and Adults Health Improvement
We are looking for a Consultant in Public Health with a passion for improving the health of children and adults and reducing health inequalities.
As a qualified Consultant in Public Health, you will lead a team of specialists to commission and deliver public health programmes to improve health. You will lead a team to deliver this agenda, ensuring effective commissioning of services and working with system partners on a collaborative approach to health improvement.
A key focus for this role will be supporting the development of Place including the Community Wellbeing Forums and Local Area Partnerships. A strong commitment to working with communities and an asset-based approach to community development is key to this role. This will involve working with colleagues across the council, voluntary sector, and ICS, providing the public health leadership to develop the Place work programme, and ensuring an evidence-based approach to reducing inequalities.
We are committed to improving mental health and this will continue to be a priority for Public Health. Building on the success of our existing programme, you will work with system partners on public mental health and reducing suicide.
You will lead a team to provide the technical expertise and system leadership required to improve the health of children, young people and adults. This includes commissioning of the 0-19’s service, oral health, healthy schools programme and NHS health checks as well as overseeing delivery of programmes for physical activity, healthy weight and nutrition, workplace health, and support for stopping smoking. The ability to influence the wider determinants to improve outcomes in these areas is essential.
Consultant portfolio: Public Health Intelligence and Healthcare Public Health
We are looking for a Consultant in Public Health to lead and develop our evidence and intelligence function and our healthcare public health work programme.
We have ambitious plans for developing our evidence and intelligence function over the next few years, with additional investment to develop skills and capacity for delivery. You will provide the necessary strategic leadership to build a strong and dynamic evidence and intelligence function and management of the team.
Working closely with others in the Northamptonshire system, you will develop innovative approaches to maximise use of data and intelligence across the system to improve public health outcomes.
Building on strong working relationships with the Northamptonshire ICB and other NHS partners, you will lead our healthcare public health programme. You will use your technical expertise to inform service development and work with NHS colleagues to maximise opportunities for prevention and inequality reduction. Visible leadership across the healthcare system, building relationships, and being able to integrate agendas to achieve public health outcomes will be essential for this role.
