What will you be doing?
The post will have the freedom to interpret policy and broad operating guidelines in order to shape their teams’ detailed approach to meeting their corporate objectives and targets. They will deal with escalated, multi-faceted problems independently and will tend to only consult their manager on fundamental policy or resource issues.
Lead on procurement of framework contracts working closely with Head of Service and operational managers to ensure these meet the Councils needs.
Act as the Framework Manager for all JCT/NEC contracts and manage liaison with contractors, project managers and engineers who are using and administering works under frameworks.
Work with other services, departments and the Procurement team to ensure frameworks can be widely utilised for the benefit of the Council as a whole, and overall spend is monitored and controlled.
Prepare and present complex committee reports to Head of Service, Assistant Directors and other stakeholders.
Directly lead, performance manage and develop contract management staff, as required.
Act as the ‘subject matter expert’ in the contract management approach to provide technical and specialist advice, guidance and support to staff who are commissioning and administering contracts.
Represent the Operations in contract disputes and litigation. Examine and validate evidence passed to the Legal Team where legal action against the Authority is likely and support staff to prepare information for legal proceedings / throughout the litigation process.
Establish robust tendering and contract management principles and processes and ensure consistency of contract administration through spot checks and audits.
Research, develop, recommend, implement and review best practice options which deliver key policy objectives within statutory and contractual requirements.
Identify opportunities to achieve best value and improve service delivery through contracts, analysing data to assess viability, undertaking market testing and financial modelling to develop and implement new and innovative proposals.
Oversee the monitoring of safety issues, early warnings, compensation events, contractor performance, and risks and opportunities across projects to identify areas for improvement and exposure to risk or penalty.
Establish mechanisms that provide assurance to the Head of Operations that robust contract management is taking place and opportunities for achieving best value and improving service delivery are sought and acted upon.
Contribute as part of the management team to corporate strategies and policies, including implementing the Asset Management Plan, and working with colleagues in other directorates and partner organisations.

1. | Educated to degree level or equivalent. |
2. | Experience, knowledge and understanding of the contract management process. |
3. | Experience, knowledge and understanding of the adult and children’s social care provider market. |
4. | Experience of working/negotiating with providers/suppliers, voluntary sector and partner agencies e.g. NHS organisations. |
