About the role

Do you want to deliver highway and transport services and infrastructure to North Northamptonshire?

Our recently formed Highways team, following the creation of the unitary authority, is part of the Highways and Waste service within Place and Economy directorate. This new role is the strategic lead officer reporting directly to the Assistant Director and is responsible for the strategic leadership and management within the Highways and Transport service for contract management and commissioning; highway maintenance; network management (in its broadest definition); highway regulation and enforcement; New Roads and Street Works; and Home to School Transport services.

The Head of Service has the corporate management responsibility in relation to the duties associated with the Traffic Management Act and through the Client role for the NEC 4 Term Services Maintenance Contract will provide assurance that the highways delivery services are orientated towards our residents and customers and provide a high-quality service.

As the strategic lead for Highways Delivery, you will be accountable for the successful delivery of all day-to-day functions provided by the service.

What will you be doing?

You will:

  • Develop and deliver, through existing and new contractual arrangements, the highways capital programme and major projects having oversight and programme management of large programmes of work to deliver projects to agreed outcomes with sound financial management delivering value for money.
     
  • Ensure the delivery of the Council’s statutory duties in relation to home to school transport and the transportation of children and adults in the Council’s care.
     
  • Monitor and manage the budgets, performance and risks related to the service, including accurate estimating, forecasting and out-turns against agreed budgets.
     
  • Provide strategic overview of the Streetlighting PFI contract. This is a joint contract with West Northamptonshire Council.
     
  • Maintain and implement the highways services business continuity plans and emergency response to support the delivery of uninterrupted services and the Council’s role within the Local Resilience Forum.
     
  • Develop a collaborative relationship with the councils Highway Term Service Provider to ensure that highway services are delivered to a high quality and represent good value to residents.
     
  • Through the work of the team, provide a high standard of customer service and community liaison to the Council’s elected Members, MPs Parish and Town Councils and residents in accordance with corporate requirements. Lead the team in adopting a proactive and constructive approach to engaging positively with local Members, communities, and residents to address their concerns and issues.

About you

You will have a successful background of achievement and relevant experience at a senior management level in an appropriate, related work area, reflecting a corporate and strategic approach in a diverse service environment.

You will have previous experience of developing services at a strategic level and in turning concepts into operational plans with a comprehensive understanding of how the service will reflect local and national agendas relating to the delivery of a safe, effective, and sustainable highways network.

You will be an excellent communicator, with interpersonal skills for both conceptual and factual matters to a wide audience, with the ability to listen to the views of others and use effective influencing/negotiation techniques to achieve a positive outcome.
