About the role

We are seeking a Head of Waste to lead our waste and street-cleaning services. Being a unitary authority, we have responsibility for waste collection and disposal, which are delivered through a mixture of in-house and contracted services. These services are of utmost importance to our residents, and local Members.

What will you be doing?

As the Head of Waste, you will provide strategic leadership and management within the Waste service for operational delivery, environmental enforcement, environmental and health and safety compliance, communication and awareness raising, performance and contract management. The post has corporate management responsibility in relation to the duties associated with the Environmental Protection Act 1990.

You will develop and maintain strategic plans for the delivery of the service long into the future to reflect changing legislative requirements, growing population and changing consumer demands and behaviours and the Council’s financial constraints.

You will ensure the reliable delivery of all waste functions under the responsibility of the unitary authority including: household waste collections, disposal arrangements, household waste and recycling centres, street-cleaning and ensure an environmental enforcement framework is in place to reduce environmental crime and anti-social behaviour. 

You will contribute collaboratively towards the collecting and reporting of performance and financial data for the services in their responsibility.  

You will monitor and manage the budgets, performance and risks related to the service under their responsibility, including accurate estimating, forecasting and out-turns against agreed budgets. Ensure that budget managers within their teams are implementing the same approach accurately and consistently with the Council’s policies and procedures.  

 

About you

We are looking for an innovative leader capable of driving the service forward to ensure it meets the changing legislative requirements aimed at raising recycling rates and reducing waste, as well as reducing expenditure for the Council. To be successful, you will need to be adept at working collaboratively with others across the authority and provide leadership that is supportive and inclusive to enable your teams to embrace and deliver change.

You will also have strong skills and experience in, customer-services; operations; contract management; political awareness; team management; and, budget management.

Interviews will be held on Tuesday 6th August to assess your suitability for the role. The panel will consist of Graeme Kane (AD for Highways, Waste and Growth), Iain Smith (AD for Regulatory Services) and Sarah Macintosh (Strategic HR Business Partner).

For the interview, you will need to prepare in advance and present a presentation on the following: What changes are required to ensure the service meets anticipated changes in relevant legislation, remains financially competitive and delivers high standards of customer care? How will you ensure you lead and support your teams through these changes?

Your presentation should be no more than 15 minutes in duration. You may prepare and present PowerPoint slides.
