About the role

Are you a strategic thinker with a passion for delivering high-quality housing services? North Northamptonshire Council is seeking a dynamic and experienced Housing Capital Investment Manager to lead the delivery of our statutory capital property investment programme.

In this pivotal role, you will manage all aspects of capital investment in council housing (excluding Gas, Electric, and Voids), including stock condition surveys, cyclical maintenance programmes, and property adaptations. You’ll ensure our homes are safe, compliant, and meet the needs of our tenants—while aligning with the Council’s corporate objectives and legal obligations.

What will you be doing?

  • Lead the planning and delivery of the Council’s housing capital investment programme across North Northamptonshire.
  • Oversee stock condition surveys, cyclical maintenance, and property adaptations to ensure timely and efficient service delivery.
  • Ensure compliance with the Decent Homes Standard, Landlord and Tenant Act 1985, Housing Act 2004, and other relevant legislation.
  • Manage procurement processes for contractors and suppliers, ensuring financial and regulatory compliance.
  • Lead and support teams based at Robinson Way and Fleming Road Depots, fostering a culture of safety, professionalism, and continuous improvement.
  • Support the Head of Housing Maintenance and Development in implementing legislative changes and driving service transformation.
  • Act as deputy to the Head of Housing Maintenance and Development when required.

About you


  • Proven experience in managing housing capital investment programmes or similar large-scale property maintenance projects.
  • Strong knowledge of housing legislation, health and safety regulations, and procurement best practices.
  • Excellent leadership and team management skills.
  • Ability to drive innovation and service transformation in a complex, multi-stakeholder environment.
  • A collaborative and proactive approach to problem-solving and service delivery.
