About the role
The role of transport Inspector is to ensure all passenger transport undertaken on behalf of the Authority is both legal and safe by ensuring that a robust audit process is carried out to ensure all operators comply with all legal and contractual requirements. The inspector will investigate complaints and work with colleagues and other stakeholders to ensure that the service delivery is safe and meets the service users needs.
There is a requirement for high standards of accuracy and attention to detail. The inspector must work to the appropriate standards and with the correct regulation interpretation in respect of policy and legislation.
What will you be doing?
You will be part of the team managing and monitoring service delivery. You will be carrying out Audits and Inspections at educational premises and service provider's premises to make sure that the services we commission are delivered safely and in accordance with the contract, and also the regulations and legislation which surrounds the sector. Although based in Kettering, you will be expected to be able to travel throughout North Northants, as well as into neighbouring areas, and to be flexible with your working hours so that you can carry out inspections before and after school times.
On site inspections cannot be undertaken alone, and you will be expected to work constructively and effectively with colleagues and other stakeholders, including police and DVSA, to ensure that all vehicles and crews are thoroughly checked, with the minimum disruption and delay to service delivery. Audits are usually carried out alone, but you will need a keen eye for detail and a thorough understanding of the regulations and legislation surrounding transport operations to ensure that the documentation you are viewing fulfils the requirements, and to keep meticulous records of your findings.
In the office, you will be expected to work collaboratively with colleagues to ensure the wellbeing and safety of service users is at the heart of the service delivery development, and to investigate concerns and complaints, identifying solutions to problems and making recommendations for improvements.
About you
You will need to have a good eye for detail for identifying deficiencies in service delivery, e.g. inappropriate crew on the vehicle, unsafe ways of working, etc. and ensuring that a) remedies are put in place swiftly and b) any sanctions and actions that you recommend being taken against the service provider are implemented and carried through in a timely manner. This could include referring concerns and/or outcomes to other bodies, e.g. MASH, police, DVSA, etc. where appropriate.
You need to be methodical and able to follow processes, but also able to identify and resolve concerns and implement safe ways of working, e.g. adapting behavioural management techniques employed at home or in school so that they can be successfully employed in the confined space of the vehicle.
Experience within the transport industry, and in particular the inspection or regulation of services and vehicles would be an advantage.
You need to be able to use your expertise and experience, and especially your communication skills, to help gain the trust of a wide range of stakeholders (including service users, their carers and families) to ensure delivery of effective services and record keeping, signposting stakeholders to additional support where appropriate.
Your attention to detail will help you to carry out audits of service providers, and to maintain accurate and meticulous records of your findings. You will have the experience to be able to recognise where improvements in services and processes are required, and the confidence to make recommendation for such improvement to Senior Officers and Managers of service providers, as well as your own managers..
Because of the regular contact with our clients, you will be required to have a high level of DBS clearance for both children's and adult's workforce.
