About the role

  1. To be responsible for the delivery of a case load, primarily for the investment and operational portfolio. Using appropriate valuation methodology undertake rent reviews and calculations, negotiate lease and licence terms, manage lease assignments, easements, wayleaves, and other general estate management services as directed through to completion.
  2. To provide direction and technical advice to the commercial estates team by supporting with lease advice, arrears collection options specific to commercial leasehold interest and general landlord and tenant best practice matters.
  3. To support the asset management team with identifying underperforming or underutilised assets, providing information for review meetings, at times contributing to management reports and recommendations.
  4. To assist with the annual asset valuation programme by maintaining and supplying information to the lead officer, at times supporting with site visits. Reviewing service charges, assisting the Commercial Estate Manager with setting the budgets and identifying ways to reduce the service charges.
  5. At times to prepare sites for agency, draft fee proposals for external valuations, liaise with agents and external valuers, where approved appoint advisors and liaise with them through to completion.
  6. To support the Trainee Estates Surveyor with their learning and development by providing advice on landlord and tenant matters and advice on their ongoing qualification.
  7. To support the wider Council team by at times providing advice, attending and contributing to meetings, preparing briefing notes, reports etc.
  8. To support the Councils Carbon Neutral 2030 target by assisting with the identification of sites that may be improved and supporting the wider asset team review of such assets.
  9. To work with the wider Council teams, including legal and facilities and external consultants, such as legal and agents, complying with all regulatory processes and building effective relationships to achieve the corporate objectives.
  10. Reporting and supplying recommendations for improvements/ maintenance requirements to Council properties taking into account Listed Buildings and Conservation areas.
  11. Undertaking planned and ad hoc repairs and maintenance of Council properties, including drawing up specifications, repairs order and contract documents for works. 
  12. Manage internal and external contractor performance to deliver those works on time, on budget and to the required standard.  Effective contract administration to include: instruction, valuation, certificates, accounts and documentation.
  13. Inspection of works prior to acceptance and payment at practical completion and end of defects liability stages.  To incorporate the production of comprehensive ‘snagging’ sheets to support or refute payment applications
  14. To have a good knowledge of building construction, ability to prepare reports and positively contribute to the preliminaries, preambles and Bills of Quantities for external contract documentation.
  15. Have a working knowledge of JCT standard forms of contract law and be able to act as Contract Administrator. 
  16. Preparation of accurate and achievable programmes of work stages and monitoring of progress against these.
  17. To take a role in implementing the team’s work areas as directed by the Head of Operations Manager ensuring that continuously improving and effective customer service is delivered
  18. Providing regular service reports to line manager. 
  19. Attend meetings as dictated by the contract and liaIsing with contractors supervisory staff.
  20. Remain up to date of changes to CDM & Building regulations, IOSH and HSE Guidance.
  21. Carrying out and vetting risk Assessments, identifying operational risk and taking action to mitigate those risks.
  22. Maintain standards of safety for the public, tenants and employees as required in current legislation and have a working knowledge of the Construction (Design and Management) Regulations.
  23. To reply to specific enquiries from customers, councillors, and line managers on matters relating to contractual programmes
  24. Ensure compliance and probity with all Council policies and procedures, including Health and Safety of employees, contractors and visitors.
  25. Carry out all reasonable duties allied to the above within the context of the section and department's duties.
  26. Provide support and advice on CDM projects for various service areas

About you

  1. Ideally a Member of RICS with five years surveying experience.
  2. Demonstrate awareness/understanding of equal opportunities and other people’s behavioural, physical, social and welfare needs.
  3. The postholder must hold a full current UK driving license or equivalent.
  4. Educated to degree level or equivalent (or equivalent experience) with evidence of continuing professional development in property, surveying, or a similar discipline
  5. Demonstrable up to date knowledge of property management, delivering property and related projects. Proven experience of producing specification, commissioning specialist services, supervising, monitoring, inspecting, approving, work and projects.
  6. Demonstrable ability to write clear, concise and accurate reports, letters, and emails appropriate to the audience.
  7. Ability and willingness to present reports to Committees
  8. Evidence of ability to communicate effectively face to face with a wide range of people at all levels.
  9. The post is flexible and will require both home working and office working to be agreed with Line Manager.
  10. Ability to manage and develop others to achieve their full potential and to achieve project objectives
  11. Proven ability to work to tight deadlines and manage own workload.
  12. Evidence of good negotiation and advocacy skills.
  13. Proven ability to work as part of a team and on own initiative and willingness to embrace change
