About the role
We are seeking out highly talented individuals for a Public Health Commissioning Principal to join the recently restructured Public Health team in North Northamptonshire Council. This newly formed Public Health team, following a split in 2021 from the Northamptonshire County Council into two unitary councils, is highly dynamic, open minded to new ideas and aims to be best in class.
The Commissioning Principal role provides a fabulous opportunity to work closely with the newly recruited and inspirational Director and Deputy Director of Public Health and the rest of the newly formed leadership team. This close working relationship allows members of the team to help shape new ways of working, to frame the value of public health within the council, to prioritise prevention interventions, as well as build strong and trusted partnerships with voluntary and statutory organisations across North Northamptonshire.
A management post within the public health service, you will provide leadership and vision for the provision and development of externally commissioned public health services across North Northamptonshire. Using national, regional, and local intelligence, you will drive forward high quality, good practice and effective customer focussed outcomes that meet legislative and statutory requirements and provide value for money for the population of North Northamptonshire.
You will have experience of managing externally funded programmes of a similar size and nature that address disadvantage, with evidence of commercial experience and/ or expertise in managing projects and identifying opportunities to engage wider partners. Your ability to manage relationships and negotiate with current and potential providers to ensure the delivery of agreed outcomes and value for money will be matched only by your first-class team and programme management.
With excellent communication and negotiation skills, you will build partnership working with a range of stakeholders, including senior leaders in statutory bodies and independent providers.

What will you be doing?
Key Responsibilities
You will be required to have overarching and in-depth expert knowledge in Public Health with direct experience of managing large programmes, tender processes and team management.
They will be expected to influence, negotiate, communicate and provide this expert advice to inform budget decisions, service planning and decision making.
As a commissioning principal, you'll be an expert in policy, identifying and promoting best practice and developing services. You'll be responsible for selecting and hiring providers of health and social care services for a particular group of the population
Your people and stakeholder management skills are key. You will provide day to day management for members of the Public Health Commissioning Team, and you will lead delivery of key public health outcomes through matrix management and leadership.
About you
Qualifications and Education
Applicants must have a professional specialist knowledge gained through degree and postgraduate qualification, ideally a master’s in public health (MPH) (or equivalent experience combined with a commitment to undertake a postgraduate qualification) in an area related to public health.
Experience
The post holder will be required to have overarching and in-depth expert knowledge in Public Health with direct experience of managing large programmes, tender processes and team management.
Able to demonstrate a good level of knowledge and understanding of local authority and NHS policies, statutory duties, and responsibilities
Knowledge and Skills
Excellent interpersonal and partnership skills to deal with the expected practicalities of what can be achieved. Excellent oral and written communication. Ability to present complex information to groups in a simplified and relevant way, which may include multi-agency senior stakeholders.
