About the role

After becoming a Unitary Council in 2021, we're coming to the end of our local government reorganisation and are in the process of setting out our next strategic objectives. These will guide the creation of a clear transformation plan and associated portfolio to enable the delivery of our ambition and evolution.

The successful candidate will be one of a number of programme managers tasked with defining, developing and successfully delivering the programmes within this portfolio. These will contain wide ranging outcomes, stakeholder groups and complex interdependencies

To enable delivery of this work, you'll be leading and managing a team which consists of highly skilled Project Managers,  and Project Support Officers who'll be responsible for the projects that underpin the delivery of the desired outcomes you'll be responsible for.

This is a 12 month secondment role open to internal candidates only

What will you be doing?

You'll be responsible for the delivery and implementation of programmes within NNC's transformation and service improvement portfolio, with a particular focus on projects relating to Adults Social Care and Housing . You'll need to ensure the achievement of cost and efficiency savings and service/performance improvements with clients and partners.

You'll need to lead, manage and develop staff in the team, ensuring high levels of utilisation. You'll need to promote, deploy and prioritise the use of staff to ensure that projects are delivered on time, on budget.

You'll need to challenge, influence, empower and work in partnership with senior leaders, new partners, senior managers and staff across the council delivering the transformation strategic and corporate plan priorities.

You'll need to lead on the reviewing and setting of delivery plans, performance targets and objectives for the programmes and projects within the area they are responsible for.

You'll need to ensure that transformation projects and programmes delivered by the team follow robust project management methodology and are delivered successfully through good project management discipline, strong governance and the proactive management of risks and issues.

You'll need to ensure that programmes and projects are well communicated through the use of management information and subsequent governance to partners and stakeholders to encourage engagement and the adoption of transformational change.

You'll need to manage the team operationally and strategically to ensure that current and forecast resource levels match demand and that the investment in change and associated benefits are clearly understood to allow informed decision making.

About you

We are looking for a highly driven, inspirational and creative leader who is comfortable challenging the norm, breaking down boundaries and building relationships and has a demonstrable track record within public services of delivering and imbedding complex change and aspired outcomes.

Someone who is a change professional, who understands industry best practice, project discipline and methodologies and can translate their use to identify opportunity and drive a culture of continual improvement within a maturing public sector change environment,

You must be able to demonstrate the ability to effectively brief and influence corporate leadership, whilst building and maintaining relationships with your team and the wider business community.

You will have a proven record of driving through efficiency savings and transformational change and be able to respond positively to changing circumstances.
