About the role

To develop and deliver the Highways Register and associated data sets in accordance with the Highways Act 1980 in order that the Council and third party organisations can carry out their duties.

To manage and deliver the highways aspects of a local search, ensuring that the Council properly discharges its statutory duties.

To manage and deliver the authorities National Street Gazetteer.

What will you be doing?

  • To manage the research and investigation into determining the extend of highway as defined in the Highways Act 1980 in order that the Council and third party organisations can carry out their duties.
  • To manage and review both the Highway Register and the National Street Gazetteer as defined by the Highways Act 1980 and the New Roads and Street Works Act 1991, so that a base network is available to all council employees and third party organisations to enable them to carry out their duties.
  • To manage the preparation of information to support the Council’s bid for funding in order that the Council received the required budgets from Central Government.
  • To liaise with local authorities, the Local Government Association and The Local Land Charges Institute and participate in the National Land Information Service (NLIS) LA forum in order that the council is included and has as input into any national proposals or developments.
  • To process and manage stopping up application in accordance with Section 116 of the Highways Act 1980 and Section 247 of the Town and Country Planning Act 1990.
  • To provide Highway evidence and intelligence and to act as an expert witness as required in a court of law.
  • To manage all Highway Investigation staff, including decision taking on legal matters relating to the Highways Act 1980.  To ensure the effective delivery of statutory responsibilities and corporate objectives.
  • To provide advice and support to Highway Regulations staff including supporting the management of Temporary Traffic Regulation Orders for highway works.
  • Generate detailed Management Information (service activity, revenue generation and trend analysis) to the Investigation, Searches and Definitive Map Team Leader on a regular basis.  This statistical data supports the production of Best Value Performance Indicators in accordance with County Council and national guidelines.

About you

  • Educated to graduate level or higher (or equivalent) in an appropriate field or significant relevant experience
  • Excellent map reading skills with the ability to interpret historic maps
  • Extensive knowledge of the Highways Act 1980
  • Good IT skills especially with the ability to use GIS applications.
  • Good knowledge of the Local Search process
  • Good interpersonal skills with ability to negotiate with third party organisations and the public
  • Extensive knowledge of Highway Law, in particular of the Local Land Charges Act 1975, The Highways Act 1980, The Commons Registration Act 1965 and the Commons Act 2006 and the legal implications of these acts.
  • Ability to act as an expert witness and provide legal advice to Solicitors and third party organisations.
