About the role

We are looking for an experienced and driven Housing Compliance Manager to lead and manage the delivery of our statutory landlord compliance services across North Northamptonshire Council's housing stock of approximately 8,000 homes. This is a senior role with responsibility for ensuring that the Council meets its legal obligations as a landlord, providing safe, well‑maintained homes for our tenants.

Reporting to the Head of Housing Maintenance and Development, you will take a strategic and operational lead on all aspects of housing compliance including gas, electric, fire safety, water hygiene, asbestos, lifts, radon and renewable technologies. You will lead multi‑disciplinary teams based across our operational depots, manage key contracts and budgets, and play a vital role in shaping and improving service delivery in response to legislative change.

This is a high‑profile role that requires strong leadership, technical expertise and a commitment to continuous improvement and customer‑focused services.

What will you be doing?

As Housing Compliance Manager, you will:

  • Lead and manage the Council’s landlord housing compliance services, ensuring full compliance with all relevant legislation, including the Landlord and Tenant Act 1985, Housing Act 2004, Gas Safety and Electrical regulations.
  • Act as the Duty Holder for landlord compliance within Housing Maintenance and Development.
  • Manage day‑to‑day operations across compliance repairs, maintenance, testing, capital investment, cyclical works and out‑of‑hours services.
  • Lead and develop high‑performing teams, ensuring appropriate training, competency and professional standards are maintained.
  • Procure, manage and monitor contracts and specialist services, delivering high‑quality, cost‑effective and legally compliant outcomes.
  • Provide expert technical, health and safety and legislative advice across the service and to wider council teams.
  • Oversee budget management, forecasting and financial control, maximising efficiency and value for money while mitigating risk.
  • Support transformation, innovation and continuous improvement, responding proactively to new legislation and regulatory change.
  • Deputise for the Head of Housing Maintenance and Development as required and contribute to wider corporate priorities.
  • Ensure effective systems are in place for performance monitoring, risk management, customer feedback, complaints, FOI and Subject Access Requests.

About you

We are seeking a confident and experienced leader with a strong background in housing compliance and social housing maintenance. You will bring:

  • A degree or equivalent experience in social housing maintenance, with relevant compliance‑related qualifications (e.g. Gas Safety).
  • Extensive knowledge of landlord statutory compliance, housing repairs, maintenance and testing services, gained at a senior level.
  • Proven experience of managing teams, developing staff and driving cultural and behavioral change.
  • Strong contract, project and financial management experience, including budget monitoring and procurement.
  • Excellent leadership, negotiation and influencing skills, with the ability to manage change and improve service performance.
  • Clear and persuasive communication skills, with the ability to produce high‑quality reports and present to a range of stakeholders.
  • A proactive, innovative and customer‑focused approach, with a strong commitment to health, safety and equality.
  • The flexibility to participate in out‑of‑hours services and travel across North Northamptonshire as required.

A management qualification (e.g. ILM or CMI) would be advantageous.
