About the role

  • Discharges the County Council’s statutory duties for Highway CON29 Searches and follow up highway enquiries in compliance to key legislation - in particular, the Local Land Charges Act 1975 and the Highways Act 1980.

What will you be doing?

  • Assist with the updating of GIS data, with an up-to-date record of legal agreements and orders, ensuring the Council meets its statutory obligations in accordance with the Highways Act 1980 to enable County Council and third-party organisations to carry out their duties.
  • Assist with the research and interpretation of complex legal agreements / maps to provide accurate clear and structured responses to CON29 search requests ensuring that potential legal action / compensation claims detrimental to the County Council are minimised. 
  • Ensure accurate records are created, kept and maintained to ensure that the Council meets its statutory obligations in this regard, thus ensuring that the Council is protected from legal action.  A significant amount of the records are kept on the Council’s website and GIS system.  The maintaining of these records also ensures compliance with the Council’s best practice policies and procedures, enabling the smooth running of the department and enhancing the Council’s service to the public.  The post holder provides support to the Land Search Officer to allow them to carry out their day-to-day duties.
  • Assist with the provision of specialist technical/legal advice to professionals (solicitors, conveyancers), other third-party organisations and members of the general public relating to specific search enquiries. Establish when the legal extent of highway is required. Failure to properly advice interested parties can lead to legal action with compensation claims being made against the County Council.
  • Produce maps to scale for third parties showing highway search information, including Con29 optional requests (using the GIS system).
  • To deputies (where required) for the Land Search Officer. To process and provide responses to Con29 Searches when required.
  • Manage financial systems, producing accurate invoices and the tracking of payments to support the effective re-charging and recovery of fees for completed searches and associated enquiries.
  • Generate detailed Management Information (service activity, revenue generation and trend analysis) to the Investigation, Searches and Definitive Map Team Leader on a regular basis.  This statistical data supports the production of Best Value Performance Indicators in accordance with County Council and national guidelines.

About you

  • Experience of working in a local land charges department / related environment with an understanding of legal obligations and awareness of statutory acts governing the provision of information to third parties.                                                                                                                                             
  • Some knowledge of Highway Law, in particular of the Local Land Charges Act 1975, The Highways Act 1980, The Commons Registration Act 1965 and the Commons Act 2006 and the legal implications of these acts.
  • Highly proficient in Microsoft office (Excel, Word) and extensive experience of GIS system.
  • Ability to read maps accurately and able to interpret historic maps.
  • Ability to analyse and interpret data and information from legal documents with high levels of accuracy.                                                                         
  • Excellent communication skills (both verbally and in writing) with the ability to supply specialist technical and legal advice to internal colleagues, solicitors, local authorities and other third-party organisations.                                                                                                                                          
  • Ability to self-motivate, organise and prioritise duties to maximum efficiency and in-line with organisational objectives
  • Ability to work on complex issues with minimal supervision and in accordance to strict deadlines
  • Experience of monitoring and tracking financial performance with the generation of invoices from a financial system.
